In the Sumy region, the SBU blocked the activities of black registrars involved in large-scale land fraud schemes.
Operatives of the special service documented that a group of residents of the Sumy and Chernihiv regions organized a scheme to obtain personal access keys to state registers from government authorities. The keys were then transferred to third parties who illegally, for a fee, carried out the relevant registration actions.
Currently, law enforcement officers have identified more than 40,000 illegal registration actions, which were mainly оформed for land plots, and the main “clients” of the perpetrators were large agricultural producers. Within the framework of criminal proceedings initiated under Part 2 of Article 361 (unauthorized interference with the operation of electronic computing machines (computers), automated systems, computer networks or telecommunication networks) and Part 2 of Article 361-2 (unauthorized sale or distribution of information with restricted access stored in electronic computing machines (computers), automated systems, computer networks or on information carriers) of the Criminal Code of Ukraine, law enforcement officers conducted authorized searches in a number of village councils, office premises, and at the places of residence of the offenders.
During the investigative actions, documents, computer equipment, data storage media, and other evidence of illegal activity were seized. The pre-trial investigation is ongoing. The operation to expose the black registrars was carried out jointly with investigators of the Main Directorate of the National Police in the Sumy region under the procedural guidance of the Prosecutor’s Office of the Sumy region.
