War with Russia
During the day, from the morning of September 17 to the morning of September 18, 2025, Russian troops carried out 68 shelling attacks on 29 settlements in 13 territorial communities of the region. The highest number of attacks was recorded in the Sumy and Shostka districts.
The enemy used up to 20 guided aerial bomb (KAB) strikes, 10 unguided rocket (NAR) strikes, 10 VOG grenade drops from UAVs, more than 10 UAV strikes, and carried out FPV drone and MLRS strikes on the territory of the Sumy region.
As a result of Russian shelling of the region, fortunately, there were no civilian casualties.
Civilian infrastructure facilities were damaged:
- in the Vorozhba community, non-residential buildings and property of a civilian infrastructure facility were damaged;
- in the Seredyna-Buda community, two private houses were damaged.
Situation on the border with the Russian Federation
The situation on the front line in the Sumy direction on September 17:
The enemy made no progress in advances or assault operations. The Defense Forces of Ukraine repelled all attacks.
Enemy troops are present in the following communities:
- Khotin community: Volodymyrivka, Novomykolaivka, Oleksiivka, Vodolahy, Kostiantynivka, Zhuravka, Bilovody, and Stepne;
- Yunakivka community: Yablunivka, Novenke, Varachyne, Basivka, Yunakivka, Loknia, and Sadky.
Evacuation
Over the course of the day, local authorities, together with units of the State Emergency Service, the National Police, and public organizations, evacuated 4 people from border communities.
Support for education
The government has expanded the “Schoolchild’s Package” program: starting October 1, the assistance can also be spent on books. This decision is a response to public demand. Families should have the opportunity to purchase what is truly needed for their child’s education. The following MCC codes have been added:
- 5942 — bookstores;
- 5192 — books, periodicals, and newspapers.
In addition, the new version of the resolution adopted today provides that starting January 1, 2026, a list of stores will come into effect where goods for first graders can be purchased using funds from the “Schoolchild’s Package” program. This year, the program runs until November 15. The funds can be used within 180 days after crediting, both in offline and online stores; however, payments are cashless only.
Support for children of the Sumy region
The Department “Service for Children’s Affairs” organized a recreational and educational trip called “Mountains of Unity” for its wards who were affected by military actions and armed conflicts. In Zakarpattia, 13 children отдыхed among mountain landscapes, took part in excursions and workshops, and gained strength and positive emotions.
