War with Russia

During the day, from the morning of September 16 to the morning of September 17, 2025, Russian troops carried out 129 shelling attacks on 46 settlements in 19 territorial communities of the region.

The enemy used more than 20 guided aerial bomb (KAB) strikes, more than 20 VOG grenade drops from UAVs, up to 10 UAV strikes, and carried out FPV drone and MLRS strikes on the territory of the Sumy region.

As a result of Russian shelling of the region, fortunately, there were no civilian casualties.

Civilian infrastructure facilities were damaged:

  • in the Sumy community, non-residential buildings were damaged;
  • in the Mykolaiv rural community, non-residential buildings of a civilian infrastructure facility, private houses, and a passenger car were damaged;
  • in the Richky community, a private house was damaged;
  • in the Krasnopillia community, a private house was damaged;
  • in the Seredyna-Buda community, a civilian infrastructure facility and a private house were damaged;
  • in the Velyka Pysarivka community, damage was recorded in the residential sector.

On the previous day, September 16, Velyka Pysarivka was attacked with aerial bombs and drones; fires broke out there, and some houses are still burning. There is no electricity or communication. On September 17, the settlement was hit again. The consequences are being clarified. Russians in Velyka Pysarivka are dropping leaflets from drones over the settlement calling for evacuation. This is not the first time.

Situation on the border with the Russian Federation

The situation on the front line in the Sumy direction on September 16:

The enemy made no progress in advances or assault operations. The Defense Forces of Ukraine repelled all attacks.

Enemy troops are present in the following communities:

  • Khotin community: Volodymyrivka, Novomykolaivka, Oleksiivka, Vodolahy, Kostiantynivka, Zhuravka, and Bilovody;
  • Yunakivka community: Yablunivka, Novenke, Varachyne, Basivka, Yunakivka, Loknia, and Sadky;
  • In the Bilopillia community, Russian troops were recorded in Bezsalivka.

Evacuation

Over the course of the day, local authorities, together with units of the State Emergency Service, the National Police, and public organizations, evacuated 4 people from border communities.

Defense and security

Over the past week, the Sumy region was attacked by more than 250 strike drones. There are confirmed results regarding the destruction of such enemy targets.
Together with military command, tasks were defined to strengthen air defense units, including through financing their urgent needs.

Work continues on:

  • strengthening air defense units;
  • protecting the region’s logistics routes. More than 70 km of roads have already been equipped with anti-drone nets. Some routes are already closed, and work is ongoing;
  • sheltering gas stations from drones.

Holidays

September 17 is Rescuer’s Day. Rescuers are among the first to arrive at the sites of enemy strikes, extinguish fires, clear debris, and most importantly, save people’s lives. Thank you for your work!

Also on September 17, Ukraine marks Adoption Day. This is a holiday of great love and kindness, when we especially speak about what is most valuable — family warmth, care, and boundless love for a child. Every child deserves a happy childhood and family comfort. Sincere gratitude to all parents who gave such a chance and created a space of happiness where there was previously loneliness.

Adoption of children

This year, 15 children have been adopted in the Sumy region. This was reported by the head of the Children’s Affairs Service of the Sumy Regional Military Administration, Yurii Kalinovskyi. In total, more than 500 children in the region have already found their families through adoption, and two more children will soon become part of loving families — the adoption process is currently underway. There are 55 registered adoption candidates who have completed training and are waiting to meet their child.

In addition, the region has 129 foster families and 33 family-type children’s homes, where more than 400 children deprived of parental care are being raised.

Charity and medicine

The Municipal Nonprofit Enterprise “Central City Clinical Hospital” received:

– Equipment for vacuum therapy and consumables from the Charitable Foundation “Ukrainian Brokers Without Borders” and the International Rescue Committee (IRC). The Negative Pressure Wound Therapy (NPWT) device allows:

  • effective wound cleaning
  • stimulation of new tissue formation
  • faster healing and reduced risk of infections, which is especially important for patients with orthopedic injuries and wounds.

– Consumables, medicines, vitamins, and an electrocardiograph from the Charitable Organization “Youth Initiative Charity Foundation ‘Nadiia’”. The electrocardiograph enables rapid examinations, which is critical for diagnosing cardiovascular diseases and providing emergency care.

The Sumy community also received a third specialized vehicle from the “Blue-Yellow Cross”. This is already the third vehicle provided to the Sumy community by these benefactors. Previously, an evacuation bus and an ambulance were provided, which is now operating at the children’s hospital.
